The Hogookjong was created on May 8, 1973 by the Korean Veterans Association(KVA). KVA handed over it to the Seoul National Memorial Board on May 11,2008. Funded by contributions from the members of the Korean Veterans Association, the Hogookjong commemorates the war heroes who sacrificed their lives for their Fatherland, and symbolizes the nation's prayers for the heavenly bliss of the war hero's souls. The Defense Bell weights 2 tons, is 1.22 metes in diameter and 1.74 meters in hight. The former President Park Chung Hee named it the "Hogookjong" and left his own handwriting on the Defense Bell to last for eternity.

To house the bell, the Ministry of National Defense erected a 9.2 square meter hexagonal pavilion in a classical Korean style with distinctive roof tiles.

The Hogookjong is rung 22 times by the Korean Veterans Association at the annual Memorial Ceremony of the Korean War on June 25th. The 22 rings commemorate the 22 countries that participated in the Korean War; 16 in combat, five in medical support, and, of course, the Republic of Korea.
